I've started using Poly Scale paints (NOT PolyS!) recently, and really like them. Their Brunswick Green and PRR Tuscan are VERY good matchs for Dark Locomotive Enamel and Tuscan, and the paints are the new micro particulate, water soluble, water thinable paints. They are pretty durable, and go on really well (thin with 10% water or polyS thinner). The finish is satin, and is good for decals without a gloss coat first. The fish dulls down nicely with only one or two coats of Dullcote. I use a badger 150 double action internal mix airbrush with a compressor (you have to have a compressor!!!!! Thos propellent cans are for the birds!). The airbrush works well, but is a pain to clean, and I think you would get results which were just as nice with a single action external mix brush.

Can't comment on Testors air brush. Use a compressor. Drafting tape is very good, low tack, good seal. Can use maksing tape but put on a glass surface first and then pull off to lower tack of tape. Hope this helps.

I have used any brand of drafting tape for large areas. For striping, I paint the car or loco gold first. Then use "charting tape". This is the stuff from which business charts were made before PowerPoint was invented. It comes in a wide variety of colors, patterns and sizes. Of course I'm only interested in the various sizes. It can be had as thin as 1/64th of an inch! This is what I use on my passenger cars and locos. I have been able to mask paint a 5-stripe GG1 (and Baldwin sharks, and E8s, etc) by placing the charting tape on a piece of galss and tapering the end with a razor blade, then applying the tapered tape to the nose of the gold GG1. When all of the tape is down, then I paint the loco "Dark Green Locomotive Shade". This technique works easiest on smooth side passenger cars; no tapering needed, no rivets or ladders or other details to worry about.
